Florida's sales tax structure is fundamentally county-based. The state charges a uniform 6% on most taxable sales, and each of Florida's 67 counties can add a "discretionary sales surtax" ranging from 0.5% to 2.5% — but the county rate applies universally within county lines, regardless of which city, town, or unincorporated area you're in. This means a purchase in downtown Miami and a purchase in suburban Hialeah (both in Miami-Dade County) are charged exactly the same rate: 7.0%.
Florida's county surtaxes are approved by voter referendum and typically fund specific purposes: school construction (school capital outlay surtax), county infrastructure, or transportation improvements. Hillsborough County added a 1% surtax in 2019 for transportation (All for Transportation), making Tampa's combined rate 7.5%. Some smaller counties still only add 0.5% (Lee County, Orange County), while others have stacked to 1.5% or higher.
For consumers, the practical impact: Florida's average combined rate of 7.01% is below the national average of approximately 7.2%. Shopping at a major mall in Orange County (Orlando) means paying 6.5% — lower than the US average. Shopping the same items in Hillsborough County (Tampa) means 7.5%.
Florida exempts most grocery food items from sales tax, which provides meaningful relief for families. Prescription drugs are fully exempt. However, Florida does tax clothing (unlike New York), restaurant meals, alcohol, and prepared foods at the full combined rate. Florida also has a unique annual "back-to-school" sales tax holiday and a "disaster preparedness" holiday where storm supplies are temporarily exempt.
Florida also has a "cap" on the surtax: the surtax only applies to the first $5,000 of a single taxable item's sale price. A $50,000 boat purchase in Hillsborough County pays 7.5% on the first $5,000 and 6% on the remaining $45,000.
