Delaware's "no sales tax" reputation is genuine and absolute — there is no state sales tax, no county sales tax, and no city or local sales tax anywhere in Delaware. When you make a purchase at a store in Wilmington, Newark, Dover, or any Delaware location, you pay exactly the price on the tag, and nothing more on account of sales tax.
This makes Delaware a destination shopping state. The Premium Outlets in Rehoboth Beach and Christiana Mall in Newark (near the Pennsylvania border) draw shoppers from three or four surrounding states specifically to take advantage of the sales tax-free environment. For a $2,000 electronics purchase, a Pennsylvania shopper saves $120 in sales tax by crossing the border. For a luxury purchase like a $10,000 watch or furniture set, the savings are even more dramatic.
Delaware funds its government differently than most states. The main business tax is the Gross Receipts Tax — a percentage of total business revenue (not profits) that replaces what would otherwise be collected through sales tax. This tax is paid by businesses, not consumers, and the rate varies by industry (0.1037%–2.0736%). Delaware also relies heavily on income taxes, corporate franchise taxes (many major US corporations are incorporated in Delaware for legal and tax reasons), and real estate transfer taxes.
For consumers, the key limitation: Delaware's no-sales-tax status only applies to purchases made in Delaware. If you buy something online that ships to a Delaware address, the retailer isn't required to collect Delaware sales tax (since there is none). However, if you live in a neighboring state and bring goods across the border, your home state technically wants you to pay use tax — though enforcement is uncommon for individual consumer purchases.
